United Lending Services Promised a one time, refundable fee but you pay it and another one pops up and still no loan. New York New York

I have terrible credit and have been turned down for every loan applied for. I get a call from United Lending Services offering me a loan up to $5000 that will repair my credit. I agree. The only requirement they said was sending a wire transfer for $250 from my bank to a Federal Credit Union which would be returned along with my loan. The purpose of the wire transfer was to demonstrate my ability to repay the loan. The loan was supposed to be deposited into my account one hour after receipt of the wire transfer. Two days later I am informed that my loan was on hold because it was required that I submit $200 to insure the loan should I be incapacitated for whatever reason. After that was paid and the loan did not appear on my account, I was informed that it was on hold because the loan money had come in foreign currency and I was required to pay the exchange rate fee of $300. I did this by submitting $300 worth of iTunes cards. The loan still did not appear. Now it is the IRS that requires a lawyer fee to clear the money and prove it is not laundered money. So for a $5000 loan we are now up to over a $1000 in fees, 75% of which were not told about until the previous one had been paid. And as of this writing I still don't have the loan. I am going to contact The Attorney General's Office to see if I can get some action. Worse, none of my fees will be refunded should I decide to cancel the loan application. The whole thing is outrageous.
