I turned on my cell phone to check for messages as I do daily, found that there were bi nessages, I then left it on since I was expecting a call.

Two hours later, a friend I was with implied that she had left me a voicemail message two hours earlier, well before I had checked for messages as mentioned above. She went on to tell me precisely when the message was left, which was before I had turned the phone on.

About a half hour later, the said message came through, well over two hours from the time the message had been left. I called U.S. Cellular about the incident. The company was uncooperative about telling me how this could have happened.

You had one "delayed" message and instantly it is some huge RipOff?

It sounds like it may be a few things going on.  First why do you shut your phone off at night?  Any cell phone has a way to silence it if you don't want to be disturbed.

Next you said that you checked your messages and two hours later your friend called saying that she left a message 2 hours before.  That is NOT "well before" as you said.  In fact you said it was an hour later(which would have put it at 3 hours), but said it again was 2 hours.  But if it was 2 hours the original message would have only been left 1 hour before your friend called you again.  The point is that your idea of "precisely" may not be that accurate.

Did you actually listen to the Voice Mail, every system(and I don't think that they would be different) have a way to listen to the "timestamp" of the message, that is the time it was received.

Then perhaps they were having a system issue that some Customer Service person would have no idea about.
