wehn on the internet to use it and what do i get , a ripoff scam report on usa platinum.

There is a very obvious solution to the problem... Read the terms and conditions and all of the info associated with the card. It clearly states down payment proceedures, Use of credit voucher, cancellation policy and pretty much everything that you need to know about the card.
It also tells you how to get your actual Master Card, 99% of the customers qualify. Building or rebuilding your credit will not be easy and not cheap in some circumstances! The card from USA credit is reported to the major credit agencies. And if the customer uses responsible spending habits, it will help rebuild the customers credit.
Let me assure you, the company takes more of a risk offering that amount of credit to consumers who have less than desirable credit. A majority of the customers pay their downpayment and the company never sees another dime. The price structure has everything to due with the fact that no interest is being charged. You would spend a lot more in Sears by charging an item, and taking a year to pay it off, than you will thru USA Credit.
By requiring the downpayment it helps pay for shipping and stocking the products on the site. This particular company also goes as far as taking requests for merchandise that current customers would like to see.
On an ending note, these companies are not acting in a fraudulent manner, if they were they would not still be in business and some have been for more than 10 years. Deceptive advertising comes into play - however, Just about any add you read is going to sound better than the "real deal". Consumers just need to start reading and spending more responsibly.
