USA Wallpaper- Decorate With Style Inc. Refund in Waiting...Rude Customer Service... Bad Experience Sandusky Ohio

I ordered a Disney Princess vanity from USA Wallpaper online on January 2nd. I paid $62.40 plus $13.50 in shipping. I used PayPal to pay for this purchase. By January 14th I hadn't heard anything from them, so I called to find out the status of my order. The woman I spoke with was very rude and could not tell me the exact status of my order, but that it would ship in 2-4 weeks from when I placed the order. I asked if she could call the third-party shipping the vanity to find out exactly when it would ship and she said no contact would be made with the company until the 4 weeks had passed. Well this would have been long after my daughter's birthday, so I was forced to cancel the order. At that time I was told that I would receive a refund within 1 billing cycle. They had already charged me even though they didn't even know the status of the order. I then asked how long a billing cycle was and was told 30 days. I couldn't believe it would actually take that long for a refund to be issued and applied to my account. I then waited several weeks and called again on February 15th to find out when my refund would be issued. I was then told by another woman that it would take 1-2 billing cycles (so 30-60 days). She could not tell me if the refund had even been requested. It has now been a month and a half since I cancelled my order and I still don't have my money. I am furious with this company and will never use them again. I have used PayPal for many purchases and it has never taken this long to receive a refund, which tells me USA Wallpaper is the problem. I cannot believe that this company has my money for an item that never even shipped, they should have NEVER charged me. Because USA Wallpaper could not guarantee that I would have the vanity by my daughter's birthday, I had to order the exact vanity elsewhere for more money, so now I have in essense paid for this vanity twice, but only have one vanity to show for it. I want my refund from USA Wallpaper and I want them to know that I will spread the word about my BAD experience with them.
