Wartune Proficient City Limited, 黄智豪 Reclaims ingame items but doesn't return ingame funds; False Advertising (promises benefit but have to pay additional Internet

1)  Wartune (www.wartune.com) has events in which players are able to win items.  Some items cannot be won without spending massive amounts of dollars (buying in-game money called balens).  Below is the Hot Events problem I have with Wartune.

12/14 It Pays to Consume Hot Events states to buy 2000 worth of items with balens in order to get Christmas Cheer Hat, 5 Mahra, 80 crypt tokens, 1 Uplifting Soul, 10,000 Kyanite, and 200k Gold.  (Exhibit A) It does NOT STATE ANYWHERE that BOUND BALENS were INVALID in this event!

I purchased a box for 39 balens then the next day I purchased wings for 1995 balens but did not receive the Christmas Cheer Hat, Mahra, 80 Crypt tokens, 1 Uplifting Soul (no longer valid as the event is now closed), 10,000 kyanite, and 200,000 gold.  I submitted a Support Ticket and received a reply.  On 1 Jan, the Support Center person stated "Dear player, You bought the wing wiht bound balens which is not counted for the event. Sorry for that." 

THE EVENT DID NOT STATE BOUND BALENS COULD NOT BE USED!!  Additionally, Bound balens use is only restricted for Alchemy, Rune refining, wheel of fat, and other items that do NOT include Hot Events!!  Since it did NOT state bound balens could NOT be used (Exhibit B) and since I was unable to read anyone's mind to know it wasn't, they should honor the Event and give me the Event items for spending 2000 balens or provide me with compensation I agree to.

https://www.wartune.com/news/wartune-news_faq-for-wartune-v2-1.html of Wartune News (published by www.wartune.com) stated the following guidelines when bound balens were introducted into the game:  "Bound Balens cannot be used for Gold/Daru Alchemy, Class War Wagers, Rune Refining, and the Wheel of Fate or to buy VIP Cards, Spirit Covenant, or hot items in the Shop."

2)  Wartune is classic in their replies to complaints (thru zalexu@proficientcity.com) whereas their response to 99% of complaints are:  "we will report it to our r&d department and try to better serve you in the future."  This response is generally provided regardless of the issue at hand. 

I opened a ticket about the Hot Events on 12/17 and followed up on 12/22, 12/24, 12/25, 12/27, 12/29, and 12/31 with NO RESPONSE.

on 01/01 cs.Proficientcity.com finally sent a response:  "Dear player, You bought the wing wiht bound balens which is not counted for the event. Sorry for that."

Again, as I have stated, no where did it specify that bound balens could not be used.

On 2 January I finally sent a complaint via email to support@proficientcity.com and received two replies on 3 January.

a.  "Dear player, Sorry for that, we will refund you the bound balens. And we will delete your wing later, thank you for your suppport."  (Exhibit H)

b.  "And we will need 30 minutes for this process, please let us know when you can log off the account for us to do it.  Thank you so much."  (Exhibit I)

Even though I was upset they would not honour the Hot Events promotions, I was sick of being jerked around so stated, "Best day/time would be Wednesday between 9am-noon EST (would be around 6-9am server time?)"  Instead, someone TOOK the pair of wings on Tuesday (7 January) so I immediately notified support@proficientcity.com. 

On 8 January, support@proficientcity.com stated, "Dear player, The balens will be sent later.  Sorry for the misunderstand that we made here. Thank you for your support all along."  (Exhibit J)

Today, 12 January 2014, I have NOT been reimbursed for the stolen balens nor have the stolen wings been returned.

I realize the wings is only equavalent to $19.95 and that is nothing compared to what others are paying to play this game.  Heck, I don't know of any other gaming site that has a special "gift" for playing recharging $1,000 to their account in one shot (Exhibit C) but even bound balens are hard to come by and require much online time to accumulate.

Perhaps this Hot Event was a way to get many Wartune players to purchase items but not give any rewards by using a fabricated excuse and playing the odds that most players won't bother to do anything if they get the run around for WEEKS.  Almost like a Bait and Switch scheme.  Lure the player in with promises of free items then give them nothing but weak excuses.

3)  VIP Membership

a.  I purchase the monthly VIP status for $7.99 per month only for the following benefit:  "Speed up cool down list for free."  There are other benefits such as different city look, etc, but only the CD interested me.  (Exhibit D)

b.  Unfortunately in order to cool down the time for the Fishing game, Wartune requires the Spirit of Covenant be purchased for 1295 (equavalent to $12.95) balens per month.  However, the benefits listed for the Spirit of Covenant does NOT show CD time for fishing.  I believe this was an after thought to try to force VIP players into purchasing the Spirit of Covanent.  (Exhibits E, F, & G)  Free Cool Downs are advertsied as being part of the monthly VIP membership -- Wartune needs to either reimburse part of the monthly fees or allow the free Cool Down to be used in the fishing game.

So, in closing, Wartune has taken balens and gear without any reimbursement while not honouring the terms of one of the Hot Events (for free items) and is promotion VIP with free Cool Down even though to get Cool Down for the Fishing game, an addtional $12.95 must paid for the Spirit of Covenant.
