WORLD EDUCATION SERVICES WES WES has rendered NO service and does not reimburse me Internet

World Education Sservices of New York, NY had evaluated my foreign degrees twice before, the last one was in 2004. This year I needed another evaluation. I paid $189 for course-by-course evaluation. The reason I used WES was that before, they had a good service,  they contacted the universities in other countries, so I did not have to contact each university in two different countries; AND one of which is a very long time ago and is very difficult for me to find the ministry so that they send my original degrees to WES (this is what WES asked me this time). There was no way for me to do this and contact the universities or the ministry for my long time ago earned degrees.
I contacted WES, they repeated the same thing like a machine. Finally I contacted another company (approved by the Department of Education), and they did the work quickly. Now WES does not return my money, I have contacted them through their website 3 times, they answered only one time and asked me to confirm cancellation and that they MAY approve the reimbursement. So far I have not received my money back after over 3 months.
BAD SERVICE WES. In addition, it is very difficult to get a hold of someone. People will not come to you with this kind of service. If they need to do all the work themselves, why do they need you?. I came to you for the fairly good service I had received before from you, now there is no service.
