Navy Federal Credit Union denial of Mortgage loan modification in 1 day Merrifield Virginia

I put in my modification package in feb with all required docs, i am disabled and suffered an on the job injury 3rd party,
i applied because i have falled behind on my payment. nfcu kept losing my paperwork finally yesterday i faxed in the paperwork again and they stated it would be approved in a week. they called me to confirm that my package was complete and in final stage and to wait 1 week, less thatn an hour later another call, denied with no explaination. Is this how they treat us disabled veterans? My rights are being violated. also i am recieving 10 harrassing calls a day when i am only 8 days late on my loan.
