Navy Federal has organized my charges, including running a charge 4 days early, to turn one overdraft fee of $20 into $100 in overdraft fees.
I had USAA run my house payment on the 6th of each month. because Spectrum had double charged me this month, I knew I was going to run into problems, so I ran up a few necessary expenses before my house payment hit, because that is what would put me over. I went online to check my account, expecting to see the house payment and overdraft pending, but what I found was that Navy Federal had already run the payment 4 days early, and as all those charges I ran early were overdrafted. What should have been one payment overdrafting to about $10, resulting to a total of -$30 with the overdraft, is now expected at -$170.
This has happened before about a year ago, I contacted them, and they forgave most of them as a "one-time" thing. However, this is becoming repeated, and because of my tight income, the overdrafts tend to become a cycle - the money that goes to paying overdrafts causes more overdrafts. I have also had them charge an overdraft erroneously, which in turn caused my next charge to overdraft. I've been with them for almost 20 years, and I've got my income sources set to deposit directly, which is why I'm hesitant to change banks.
They will also lock access to accounts if you are behind on credit payments, or pull money without your permission to make payments from other accounts, including family members, if your name is listed on their account, even if it just view access. They have done it to me before, in a period between retiring from the military and finding my next job, when I only had my retirement income to pay all my bills.
Navy Federal Credit Union's overdrafts are not high - $20, as opposed to other banks charging as high as $35, but they charge them indefinitely. I have had resolution with them in the past, but because of their repeat behavior of this I wanted them listed on RipOffReport.

You don't get to make up your own rules.
First off the bank is not your problem. It appears that Spectrum and the double charge is your issue. In reality they could be held responsible for any fees that their double posting caused. However, since their double charge did not technically cause the fees while it would have been hard to get them to reimburse you before this would make it almost impossible.
Banks are not fortune tellers. They have no idea a debit is going to come in until it is submitted by the merchant. So the only way for them to "run" the payment from USAA 4 days early is if USAA sent in the debit 4 days earlier than you expected. This again you need to deal with USAA on.
But beyond that overdraft as a budget tool is one of the worst thing you can do. Even though it appears this is a common thing for you to do. In the end you are just playing a game of Financial "Russian Roulette" and you lost this round.
When you signed up for the account you agreed to the terms and conditions including the fees and posting order. So when you INTENTIONALLY put your account into overdraft(reason does NOT matter) you are subject to all of the fees associated with it. So there is no RipOff here other than the one you are doing to yourself.
If you think changing banks will help..think again. This is how they work and if you don't believe me just search this site for other people who are upset about how the bank posted transactions.
One other thing to remember. Over drafting is a "Privilege" extended by the bank. They actually don't have to allow you to go negative. If you have a history of this they could one day and without prior notice decide to no longer allow you to go into overdraft. Where they would have returned those other debits as NSF and charged you a NSF fee. But in addition the sending merchant would have charged you a returned item fee(yes they
count for debits to) These average about $25-$50 each. As well as Late fees and additional interest while the $170 is not a small amount it would have looked like a bargain.
In reality in the end this falls on you. If you have a "funds" issue, you need to do what you can to make sure you have the funds available for situations like this. You say that you had to make "necessary" debits a few days before. Okay..so what about the rest of the month? Was EVERY debit you made a "necessary" debit. Is there any debit you could have lived without. Yes it may not make your life as comfortable or as easy but if it saved you a few dollars then a few of those add up to quite a bit.
For example this spectrum bill. What does it include? Do you have the absolute minimum cable and Internet? Did you go to any fast food or other restaurants over the month? You can easily spend $100-$200 a week on eating out just a few days, or $50-$100/week if you eat at home. Again I am just giving you a couple of things your spending habits may differ. Since you won't listen here I would suggest you find a trusted friend to honestly and impartially go over your budget and expenses. If you truly can't scrape another dime out of your budget then you may need to start looking at other alternatives such as getting another job or yes even bankruptcy.
