Star Rebates Inc. Will Not Pay Rebates Seattle, Washington

I signed up with Star Rebates to help pay for my home alarm system. It was used as a gimmick to get me to sign up for the alarm system, after I told the door-to-door salesman I couldn't afford it. I was told if I used these rebates it would basically pay for my system, one rebate account for groceries and another for gas, totaling at $40/month.

I received two payments with no problem, after those payments the payments stopped. I contacted them at the srebateshelp.com link at the top of the main page. They only said the program is very popular and processing has been slowed because of it.
 
I finally reported them to the BBB, after having enough rebates to back pay to make it worth while. They seemed like they were going to help when I received 2 of the 4 payments they owed me. I called them after a few days of not receiving the other 2 payments they said they processed it and allow more time. By that time my claim with the BBB was no longer valid so I couldn't complain on their response.

I'm now owed 7 payments between the two accounts. As one poster put it if 1000 people signed up with them in a month they would make around 13000/month. With all these complaints I would think a class action lawsuit would be necessary. I've also wondered how they are reimbursed to afford to pay $20/month just because we send in receipts. Are they reimbursed by the company who uses them as an added sales gimmick?
I've also wondered if I can get out of my Alarm system contract as a result of this gimmick not sticking to their end of the deal.
