Vitalchek Ordered a birth certificate which wasn't delivered but refused to refund Internet

I ordered a birth certificate through vitalcheck with the understanding that I would pay a fee to search and then a fee for the document and delivery of the document. They didn't find the document but instead express mailed me a piece of paper that said they didn't find my document. No details, nothing of use. So I asked for a refund of the shipping and document fees but agreed to pay for the search fee. They refused. I tried several times to work it out but they were very rude and uncooperative. This company is a scam. They do NOT tell you the document fee won't be refunded if the document isn't found and I think its crazy to think it shouldn't be. Many facebook reviews on their site follow the same or similar message and basically show what a corrupt scam this business runs. They should be shut down.
