So, sorry to read that you were scammed by VENMO.  A similar situation happened to my daughter.  Venmo is under a strict Consent Agreement with the FTC wherein they must comply and essentially not break the law.

It appears VENMO is still at it and you may have some recourse in reporting your situation to the FTC and the Consumer Financial Protection Bureau.  

Check here and read all the information including the complaint and the FTC's final Consent Order that is located on the FTC's website. Plus information can also be found on VENMO and the Government actions against them through Google searches.

May 24, 2018 "FTC Gives Final Approval to Settlement with PayPal Related to Allegations Involving its Venmo Peer-to-Peer Payment Service"
