Unfortunately there is likely no simple solution to your issue.

I'm not sure how much the protection program would have helped you even if it was in effect. The bottom line is that you owed at least $2558 in 2004 and haven't made a payment since.

Regardless of Karl's largely irrelevant rant, they have the legal right to collect on this debt through judicial process. This could ultimately result in a judgment and ensuing garnishments. Your Social Security income is likely safe from garnishment, but any assets you have could be in jeopardy.

The most effective way to solve this problem would be a bankruptcy filing. This may not be in your best interest, however. Fortunately, many bankruptcy attorneys offer free consultations. If you shop around, you should be able to find one who can offer you an honest (and free) opinion as to whether bankruptcy would be right for you.

Short of bankruptcy you could attempt to negotiate a smaller settlement, i.e. for the principle owed with forgiveness of the fees and penalties. They would likely get nothing out of you if you were to file bankruptcy, and may be amenable to negotiations.

At any rate, there is no substitute for competent legal advice regarding your situation. You may do well to seek out legal aid/legal assistance outfits in your area.
