Capital One Bank Could not pay bill online due to problems with thier site, charged late fees, intrest. Not the first time this happened Dallas texas

I pay bills about every two weeks. I pay most bills online. I tried to pay my capital one credit card online several times and for some reason the site kept telling me it could not be process due to problem. Every time I tried over about eight weeks I had the same problem. Then I was charged late fees and interest. Then they called me at work harrasing me over a 20.00 dollar minimum payment when my total bill was about 240.00 dollars. This is not the first time this has happened. I dont get a paper bill from them so there was not another way to pay. after they called me the website allowed me to pay my bill. My other credit cards which are used way more often (other companies) are all kept up to date and payed before any interest is due except for when the capital one web site is experiencing problems for weeks at a time.
