CIC Credit Monitoring Service consumer rip-off fraud Don't Know California

I just found a charge of $79.99 on my bank statement from CIC Credit Monitoring.
I had tried to get my credit report, but never got anything. When I clicked on the final submit button, it wouldn't go through. It kept saying "page not found". But obviously something went through, because I was charged when I never agreed to anything.
To this day I still haven't seen my credit report.
