Citimortgage Escow Ripoff Sioux Falls South Dakota

I had mortgage from Citimotgage on my property.  The property was sold and Citimortgage was paid Payoff amount on Dec. 31, 2012 and their online site was showing that all loan has been paid off on Jan. 4, 2013.  Citimortgage has nearly $3000 of my money in the escrow account.  As of Jan. 10th the refund of escrow has not been processed and they told me on phone that it will take another 3 weeks.  In this computerized world why should it take over 3 weeks to process this.  They just want to hold on to my money for no reason at all.
