Empire Parking Services Fraudulent Vehicle Booting Atlanta Georgia

The store I was shopping at was under renovation, so I parked at the store next door that was closed (after hours). Upon arriving at the property I noticed a man with an EPS shirt walking up across the parking lot towards my vehicle. Thinking he might be collecting to park, I  I asked if I could park here, he said "It's fine, I'm parked next to you". (note there were 4 cars parked in front of this building)  I proceeded to the store next door and saw a note on their counter warning not to park at "By Design you will get booted".

I immediately ran back and saw the guy I talked to (#1) along with another guy (#2) in a similar shirt walking away from my vehicle and they had installed a boot on my tire. (note I had only been there less than 3 min). Guy #1quickly went to sit in his red truck so I spoke with guy #2. He said I had to give him $75 to have the boot removed. When I asked about guy #1 saying it was ok, he said guy #1 had no authority on this property and that this was (guy#2) property/contract!  This conversation went on for a while and the entire time guy#1 stayed hiding in his truck. I don't mind paying when I'm in the wrong but when I went out and asked, upon pulling into the property, guy#1, should have immediately told me no you cant park here. Whether or not this was his property to manage that night, guy #1 knew I was not allowed to park there and should have said so. How was I suppose to know he stopped in to see a co-worker. This was a scam perpetrated by two employees of EPS. To top it all off, once I gave him $75 in cash he said "as a courtesy you have paid for that spot for the rest of the night, you don't have to move"  ....           REALLY!!
