The Division of Finance and Corporate Securities regulates state-chartered banks. First Consumers National Bank was a national bank and under the
supervision of the Office of the Comptroller of the Currency (OCC), an agency of the US Treasury Department. I don't know if they can help you but it won't hurt to try them. The number for OCC Consumer Assistance is 800-613-6743.

Also, the Oregonian newspaper had an article on the banks closure in the June 30 issue and included an address for customers to contact about credit card problems. That contact was Cardmember Services, PO Box 922788, Norcross, GA, 30010-2788.
