FCNB-Newport News ripoff Portland Oregon

I have been charged $512 in over the limit fee's and late payments since 4/9/03. They charge $29 if payment is not recieved by due date plus $35 if your balance is over $200. I am set up with payment arrangements to pay $120 untill account is pd in full, I was told because I have set up these arrangements and continue to pay on time all fees will be dropped, however charges keep coming. I also havent recieved a statement since 4/9/03 but continue to send in payments and request a bill, but havent recieved as of yet!!
