FORT SILL NATIONAL BANK cloned debit in mexico Fort Sill, Oklahoma

Cloned debit card in Mexico ,While my husband was in Mexico on buisness he went out to eat when paying he gave them oud debit card they waiter said the card wouldn't scan so husband paid cash this was on 5/31/09 a sat. night.  On sunday morning I checked online statement like I do everyday lo and behold there was two charges for almost 1'000 dollars.  Called husband he said no he had not bought anything reported card stolen. Talked with bank first thing monday morning done everything bank said to do waited 6 weeks then the bank informed me that it was my husband signature and they would not give me back my money.  I asked for copies of the recipets you can not even read the signatures called bank offered to pay for expert handwriting because it is not mine or my husbands signature bank told me case closed.  Have not heard from bank again please help me if you can we really need this money.
