HCTRA False late fees and collection charges Houston Texas

I received a letter from a collection agency relating to toll, late fees and other HCTRA charges. Called HCTRA and was told they mailed me the bills. I told them I didn’t receive them but they said nothing could be done so I had to pay about $100 for a few dollars tolls. I have done some research and there have been other things ncidents of people getting ripped off by HCTRA. This is unfortunately a case of a state owned organization that doesn’t have competition and feels entitled to treat their customers however they want.
