LED Outfitters sold defective item 90 watt strobe kit bad bulbs, won't replace,won't stand behind product , Internet

I purchased a 90 watt strobe light kit in Oct. 2010. When i got it two of the 6 bulbs were bad.  Contacted the company, spoke to a guy named Mike, he assured me that then he would take care of the problem. Guess what, to date Mike had been promising to take care of the problem. He gives me fake ups tracking numbers to affirm that he took care of the problem. When I go to track the package the ups number that they give me doesn't match. After reading all the complaints against this company I can't believe that the Authorities haven't opened an investivagion to fraud, theft, and a number of other crimes against them.
