Minol USA Billed admin fee with no usage Mayfield Heights Nationwide

I moved into a new apartment complex. They have gas heating systems installed in their apartment units. I moved at the end of March. So, I used the gas heater for a few days and received a bill next month from a company called Minol USA that had $2.04 gas usage charge (from Dominion East Ohio) and a $3 admin fee from Minol USA. Which is outrageous by itself - a $3 fee for a usage of $2.04. I checked for units consumed and according to submeter readings I had used 2 units. I was charged a rate of 1.018339 per ccf. I looked up the rates for natural gas by my provider and they were in the range of 0.3-0.5 per ccf. First they are charging outrageous rate and then slapping an admin fee. However, I went ahead and made the payment on their website. They charge $3 for using credit/debit card to make the payment. So, basically, for a $2.04 usage charge, I end up paying $6 in fees!

 Anyhow, the real nightmare comes the next month. I had no usage the next month. There was no need to turn the heater on when the weather is in 90s. But still I received the bill from Minol USA for $3 with no usage fee mentioned. I called them up and asked about it and they said that they add in a $3 admin fee to every bill, but when I told them there is no bill as there is no usage - they said I will have to pay it as it was a part of my lease with my property. So basically I will end up paying them $6 every month for doing nothing as long as I stay there...!! 

There are two complaints here -

1. Outrageous gas rates - which is probably illegal.

2. Unnecessary fees.

Attaching the two bills with my name and address hidden. I can provide with actual bills if any lawyer wants to take them to court.
