The following is the stated refund policy I received with my materials which were ordered from this company on May 29, 2008:

 NetspanGroup Educational Testing Services REFUND Policy


1. You have taken an available exam, but did not score 70% or higher.

2. You were unable to schedule an exam in your area:  neither Exam 460, 473, or 473-C      

    have been offered in your area in the 12 months following purchase of this package.


For all refunds, you must call our customer service department at 1-800-914-1197 to receive a Return Authorization (RA) number which will be valid for 14 days; only one RA number will be issued per order.  All package contents must be free of markings and tears.  Used materials will NOT be accepted.

 For a refund due to not passing the exam, the following conditions must be met:

1. You must provide a copy of your letter of ineligibility from the U.S. Postal Service.

2. Your Return Authorization (RA) number must be issued no more than 60 days after    

    the postmark date on your letter of ineligibility.

 For a refund involving an exam not being offered, the following conditions must be met:

1. You must have been willing to take Exam 460, 473, or 473-C.

2. There has not been testing scheduled at a site within a 100 mile radius of your          

    home within 12 months of your purchase.

 If the proper criteria have been met, your refund will be processed within 7 business days of receipt of the package and accompanying documentation.  A Return Authorization (RA) number is required.  You will be refunded the full package purchase price (excluding taxes, shipping & handling charges).  The amount you will be refunded is $99.50.

I proceeded to sign up to take the Postal Exam on their website as they instructed, and was told I would be notified  a couple of weeks before the test with details.  In the spring of 2009 I received a letter from the postal service stating that I would not be scheduled to take the test and that they were changing the application process, going to an online system.  I continued to look for openings but was not able to take the exam.  The only openings have been for temporary fill in type jobs at much lower pay for which no testing is required.

The first time I called their customer service I was told their computer system was down.  The second time I was told that their records indicated I had purchased the materials in May of 2009, therefore I was not eligible for a refund.  I then obtained the CC statement from June 2008 showing that the purchase was made on May 29, 2008.  When I called back to confirm this, I was told that it was beyond the 12 months and I could no longer get a refund.

  Netspan Group's refund policy has changed twice since I received my package.  Further research into this company revealed many other people who have received similar treatment.  At best it is deceptive, but I call it FRAUD!  They no longer offer a refund if you are not able to take the exam, only if you don't score 70% or better.  How convenient, since you obviously won't be able to take the exam, so you will have no recourse at all.  Perhaps they did this so they won't have to lie so much, although they obviously are void of a conscience.

  If you notice from their stated (at the time) refund policy, if you can't take the exam you must wait at least 12 months for a refund, however, if you call after the 12 months are up you are told it is too late.  Another person purchased their kit in June 2008 and called for a refund in May 2009.  They were told they could not get a refund until June 22, 2009.  They called on July 13 and were told they could not get a refund because they should have called before June 20.

  I am pretty sure this is the same refund policy that this consumer received at the time of their purchase.  You will note that although their is a clear time frame for obtaining an RA number for failing the exam, there is no such time frame for not being able to take the exam, only that there was no test offered within 12 months of purchase.  For this company to say that one week after the 12 months were up is too late is simply absurd.  Also note that their current refund policy only provides a refund for failing the exam, that is because they already know that there are no jobs and there will be no testing, so you will be stuck with their worthless materials.  This thing is a total SCAM and I'll bet they would find a way to blame you for failing the exam (if you were ever lucky enough to take one) and deny you a refund.  In fact I was told by a Ms Dotson (who claimed to be a manager) that I could not get a refund even if I failed the test.  The policy as stated currently on their website (until they change it) provides for a refund if you fail to score at least 70% on the test, and there is no stated time limit, although Ms Dotson told me I would not be able to get a refund.

It is pretty obvious that there is fine print in this company's policies that is not explicitly stated and that they won't tell you until after the fact.  The same thing that happened to this consumer happened to me as well, and I'm positive there are many others.  Good legitimate companies don't act like this and a company that believes in and stands behind their products will have a refund policy that is much more consumer friendly, because they know that consumers will appreciate and value them.  They will claim thousands of satisfied customers, but I challenge them to provide just one.  This is a company that operates right on the fringe of legality and counts on the fact that most people will either forget or give up.  Shame on them.  Do not give them your business and warn everyone you know to steer clear of this shady outfit.

The bottom line is these people are guilty of false advertising, claiming that jobs are available at the Post Office when they are not, at least not the career jobs they use to suck you into their trap.  These people are little more than con artists who prey on the most vulnerable, those who are down and out of work, who can least afford to lose their money.  Shame on you Netspan Group, for ripping off people who are only trying to help themselves and their families to get ahead in these difficult times.  Americans need to boycott companies like this whose unethical business practices will only serve to hurt and undermine the people of this great country.

  I myself will chalk this up to experience and be more careful in the future, as it is just one of many scams out there today.  These people also peddle their goods in local newspapers, and many have been scammed that way.  Just stay away from them and warn everyone you know to do the same.  The best thing we can do is to expose this fraud and hope that their ill gotten gains will dry up and force them out of business (I use the term loosely!).  Please take the time to send them an email and let them know how you feel about what they are doing to people before someone you know gets ripped off by them!

This customer was made aware of our refund policy at the time of purchase and again in writing in the package purchased.  It is not our fault the customer did not adhere to our policies and procedures that were agreed to upon purchase.
