Where to begin? This entire nightmare started with the State Of North Carolina in 2004. My mother was awarded temporary custody of my oldest son until I (dad) was able to get back on my feet. When I signed over guardianship to my mother, I also went down to Colorado Child Support Enforcement (This is where we resided at the time) and placed myself on child support. About a year later, once I was finally in a position to regain my son as I had found work, purchased a home and things were going well. My mother illegally fled to the state of North Carolina. 

While in the state of North Carolina my mother signed up for TANF benefits even though she was already receiving child support from me in Colorado. With her enrolling in benefits in North Carolina this of course opened a case in North Carolina. So here I was with two active child support cases for ONE child. 

After numerous court hearings over jurisdiction, support etc. The Colorado state courts ruled in 2010 that my son be returned to me as his custodial parent and that all child support owed to the state of North Carolina be vacated. Additionally it was finalized that there was an arrears balance left on the CS account of 2, 065.20. Things seemed to be moving right along, I was no longer on the hook for two child support cases and I had my son! Life was GREAT.

I decided that I would pay the arrears balance out my tax returns and proceeded to file my taxes for 2011. The state of North Carolina proceeded to offset $3,500 dollars. I'm completely ok with the monies being offset as it is a VALID debt that needs to be paid. However, North Carolina received the funding on 4/20/2012. And it has yet to be applied to the account. 

As I hadnt filed my 2010 taxes, I went ahead and filed those taxes in which the state of North Carolina has offset and additional 1,960. So now extremely pissed off I reached out to North Carolina only to literally have their representative tell me they don't know what is going on. My total payments to the state of North Carolina was $5,476 for a balance of 2,065.20. Simple math shows that the state of North Carolina owes me $3,410.80. 

There is no justice for dads against the system, how the h**l do I get the state of North Carolina to send me my money without any additional further delay? Any thoughts suggestions are greatly appreciated!
