Pioneer Credit Recovery Ripoff Billing a friend for a student loan that isn't his Arcade New York

I am writing this report on behalf of someone I know. This collection agency has called this person concerning a loan. About a year ago, he started recieving letters and phone calls about this. This loan is not his, and he tells them not to call again. Yet they still have. Now they have sent some mail again concerning this loan.
Someone else's social security number is on the letter, but his name and address is.
It looks like pioneer did an extremely poor skiptracing job. I would think that a company that handles Department Of Education contracts like this would do a more thorough job than this company has done.

However, apparently this is the most recent company that has contacted him. He recieved a phone call first, told them that this absolutely is not his loan, and then they sent a notice in the mail. Again, this is a terrible skiptrace job.
