PlatePass Paid cash for tolls to avoid charges, but still charged for tolls in a state I did not travel to!!!!! Internet

I recently rented a car from Hertz.  There was a transponder on the windshield for tolls, but I did not activate it.  I KNEW that if I used it, I would be charged outrageous fees.  So, I paid cash for all the tolls I went through.

I traveled roundtrip from Virginia to Ohio.  I went via the West Virginia Turnpike, where there are three toll booths on I-64 and I-77.  Each stop is $2.00, so I paid a total of $12.00 IN CASH during my trip.  I returned the car on 4/11/17.

On 4/18/17, I checked my credit card online and saw a charge of $28.55 titled "HERTZ TOLL CHARGE". I immediately called them and they connected me to PlatePass.  The customer service guy was friendly enough.  But when he pulled up my report, he said the transponder reported that I went through toll booths in Massachusetts, which is over 700 miles from West Virginia.

I NEVER WENT ANYWHERE NEAR MASSACHUSETTS.  I traveled from Virginia to Ohio and back during this trip and never went east or north of Dayton. I told this to the PlatePass guy, and he said they would "review" the case and email me back in 2 business days with a "report" and there "might" be "an adjustment".

I have already filed a dispute with my credit card for the charge because I have the feeling that I'm going to get the runaround from PlatePass.  So, BEWARE, folks.  If you rent a car, don't get one with a transponder.  Because if you do, you'll be charged an outrageous amount for tolls you never even came within 700 miles of.
