I ordered a total of four HP printer cartridges (two color and two double packs of black) in October of 2004. The black cartridges were what I needed at the time, but I got a 10% discount for ordering a larger quantity. Since I knew I would need color cartridges eventually, I ordered them at this time.

I did not actually need the cartridge until March of this year, but when I installed one it would not work. Thinking that it might be defective since they are refilled, I tried the other. It too did not work.

I subsequently sent an email to the customer service people and they responded with an email giving instruction on how to make them work, including holding them over steam and stacking them upright for a couple of hours (I did this for a couple of days). When this did not work, I packaged them up and returned them as instructed. They were shipped via Express Mail on April 26th.

After 30 days and not having heard from PrintPal, I began calling the person (Tena) who had sent me the email. I left several messages over several weeks without a return call. Today I called the Customer Support number and spoke to a woman that confirmed they had received my shipment. They had subsequently weighed the cartridges and determined that they were empty. There was never any leakage present during the time I had them. The only possible way that they could have been empty was if they were shipped to me empty!!

The woman (I believe she called herself Allie) said they had responded with email explaining their findings and basically accused me of using the ink and sending them back for refund. I have one received one correspondence from they and that was the email reply from Tena.

I explained to her that I have been a police officer for 30 years and currently work for the local district attorney's office and supervise the consumer fraud unit. She attitude was we have a good reputation and you can do whatever you want.

I would like to expose this situation to as many persons as possible to determine whether there may be a consumer fraud issue here. I am only out $40.00, but I do not like being ripped off!!!!!
