After further investigating these scumbags I managed to get the number for Phone Busters, which is a combination of American and Canadian law enforcement services. They refer to it as project Colt. Apparently, the customer-no service/fraudulant credit card company is based in Canada and this credit card scam, unfortunately, is only one of many scams that come out of Canada.
