Hi my name is Steven J S, I am a disabled author and I am upset person that read about what Publish America did to me. They told me that I had to pay when they said it was for free when I signed the contract. They never told me about anything about paying anything. I have all the records from them in a safe place.
I have not filed against them yet, but wrote this report when I received an email-letter that said that I was accepted through the pre-production and had to pay of full of 199.00 US dollars to just put my book in front of others. I have no money except for disability and I wonder why would they do this to me? I have depression and high anxiety. I have surgery on Thursday for a tumor in my left thigh and I am nervous enough already why would Publish America would want money from me when I told them that I was disabled.

What's the problem?

Perhaps I've missed something but it doesn't appear you're actually on the hook for anything. I've looked over their website and though it indicates the author isn't responsible for any fees, it did leave enough wiggle room where charges may be added for express service, larger than normal print runs, or advertising/marketing.
The site specifically mentions that even though the company handles some basic marketing, the majority of the work to get a book out there once published is going to be the author's responsibility. You mention the fee was to "put my book in front of others." I could be wrong but that sounds like it may be legitimate service charge for added services.
If you're going outside what's covered by their standard/basic service, then being charged a fee is reasonable and should be expected, so long as they're upfront about it, which it sounds like they were by your own admission. If not, then I agree that you were likely misled.
However, even if you were misled, you're under no obligation to continue to fall for their (possible) ruse. Just walk away and consider the matter closed. Speaking about "filing" against them sounds like you're thinking about getting an attorney involved and that would be silly. Avoiding a rip off is a lot different that being taken advantage of so be satisfied that you've now warned others and move on with your life.
On a side note... in situations like this, nobody cares if you're disabled. It simply doesn't matter. I know that sounds harsh but when it comes to business, it's a truth you need to hear.
Yes, taking advantage of the mentally or physically handicapped is disgusting, but you're playing that card like these businesses owe you something special because of your condition. Unfortunately that's not the case and businesses don't owe you anything for your disability. If you can't afford something, being disabled won't get you a discount. In other words, your Big Mac costs the same as the next guy and so does your book publishing.
Is that right? I don't know... but that's the way of the world.
What I'm trying to say is, going on and on about how you're disabled puts the focus on the wrong side of this issue. This is about whether you were ripped off and nothing else. The same holds true for the elderly, minorities, veterans, and any other "special" group. A rip off is a rip off no matter your condition so focusing on anything else, such as disabilities, is irrelevant and only serves to distract others from the rip off.
