turbo tax Charged me for tax returns that were not accepted. Internet

Turbo Tax is charging me my deceased daughter's fed. and state tax returns, that were both rejected. My daughter died suddenly on 10/15/2015, I am her father and executor. The fed. was rejected first and then the state. I called turbo tax and was told that I would have to file the fed by mail and they would not charge me. The state would still be filed by turbo tax. I checked my credit card and I was charged for both.                                                     I called turbo tax again and was told I was being charged beause they did the paper work even though it was rejected. I also am being charged for the state even though it hasn't accepted either.  The thing is when doing these taxes , questions were asked and they knew my daughter was deceased. Why then did they try to file these returns if there was a chance they would be rejected?
