USA Wallpaper took my money before postage to Aust. was confirmed, order was cancelled when found out cost, wont give me my refund. Internet

On the 1st Jan 2009 I placed an order for five rolls of wallpaper online with USA Wallpaper with a bold request that I was to be informed of the cost of postage before the order was to be processed. I had to go through an order outside US process, so they definitely knew it was from overseas.

The money US$95.30 was instantly taken from my PayPal account without me being told the extra charges and without my consent.

They then sent me postage costs totalling US$210.16 taking the total bill to US$305.46 for five rolls of paper....this equated to about $450 Aust.

I then refused the order and cancelled it all without knowing that they had taken the original US$95.30 from my account...this was about $150.00 Aust.

I have been sending emails for five months now, they have agreed that I am due a refund but I am either ignored by Debbie Connor, who is the Customer Service Representative, or they keep trying to tell me that they are waiting for the accounts dept. to get back to them.

I thought that when I paid with PayPal that I was covered for this but after lodging a complaint with them I learnt that they only give you a guarantee when you buy on Ebay and not on other sites.

I have tried all I can for five months and truly think that they think that I do not have any way of getting my money when I live in Australia, so they are just going to try and give me the run around until I give up. Well, I have told them that I am an old Aussie pensioner and this is a lot of money for me and I have no intentions of giving up.
