A very similar situation happened to me when I declared bankruptcy after an expensive and bitter divorce. I had been with USAA for over 10 years and had bank accounts, credit cards, insurance, and a car loan through them.
All of a sudden things started changing with my accounts and every time I called them all I would get was a run-a-round. No one could or would tell me what was going on. I even went so far as to contact their President, Bob Davis and to this day I have never been able to get my questions answered. Bob Davis hasn't got a clue and USAA is just like him. Their customer service people are ignorant and rude and it takes forever to get someone on the phone. I do agree that it is a good idea to demand to talk with a manager once you finally get through. There are rumors going around that Bob Davis is suffering with some sort of dementia or senility and you would think if he cared he would step down but apparently he really doesn't care because he is still there running USAA right into the ground.
The last straw was an auto accident I was in where my car was hit by an illegal immigrant who took off. USAA forced me to go to one of their repair shops which is against the law and the shop did a very poor job of fixing my car and USAA has to this day refused to do anything about it.
I have cancelled all of my policies with USAA and I have taken my business elsewhere to a company who values my business and actually appreciates me. My feeling is that everyone who is with USAA should leave and maybe then they will get the message that they can't treat their customers like dirt and expect them to stay around.

I am not a lawyer but am very familiar with this issue. I'm not sure about Georgia but Texas law allows you to take your car to whatever shop you choose for repairs - in no uncertain terms. And as long as you get estimates the insurance company must pay all reasonable costs and for original parts. USAA has a list of preferred body shops that do not use original parts but charge the same price. I know this from direct experience. But the law is not one bit wavering in the fact you can take the auto to the repair shop of your choice - I'd be surprised if your state is not the same and so the comment to the contrary is very likely completely and utterly false. Most reputable insurance companies provide you with a letter reiterating the state law and your options.

I used to work at USAA and it was horrible. Bob Davis is mean spirited and concerned only with money. Slavery is alive and well at USAA as the employee's are at the bottom of the barrel.
I would like to clarify Citizen Army that Bob Davis left USAA at the end of 2007. USAA is run by retired General Joe Robles. I agree it takes forever to speak with someone, but I've never found anyone to be rude or ignorant. You mention Bob Davis is rumored to be suffering from dementia, that is anything but the truth. Bob Davis knows now and knew what he was doing while at USAA. I did not agree with him as I felt he lacked ethics, but who am I other than a former employee.

As the insurance company paying for the job, they can have you go to whatever shop they wish. You are not FORCED to go there, you may choose to go to any shop you want they just won't pay for it.
Additionally, was this car paid off or was there still a loan on it? If there was a loan, then the car was not yours yet, it belonged to USAA and they can send it to whatever shop they want it to go to in order to protect their property while you pay on it.
