I made 2 payments towards 2 of my USAA credit cards on Saturday, April 2. They both cleared my bank on Tuesday, April 5 bu have yet to post to my accounts! On Friday, April 9 I called to follow up about why my payments have posted and they told me it could take up to another 5 days! But when looking at my accounts on the web site it doesnt even show "payment pending" but instead "completed"! In addition, its Sunday and there is no one available to talk to about this matter (again) until Monday, April 11. What credit card companies dont have someone available 24 hours a day?

You again seem to be basing what you think is going on with only partial incomplete information.
You said you were contacted by them and they said it was a "technical error". Okay, so is it just a "technical error" on their web site, or is it a "error" in their actual payment system? An error on their web site is probably nothing to worry about.
You said they contacted you. So was it through e-mail or by phone? Did you ask them if they show your payment being credited? Did you ask them what they suggest?
As for making another payment. Personally I would suggest that you always make as big of a payment as possible to cut down on the interest you pay. So if you have the ability to make a payment...make it for that reason. Because in terms of your credit unless you are getting a loan in the next 30 days it means nothing if they fail to report you made a payment in April.
Why?....Because the first negative information posted on your report is 30 days late. So while they do report the month of your last payment, they only report the last payment. So by the time you make your payment in May...the April issue is gone. Then as long as you have proof that you made a payment on a specific date and they received it, a worst case would be them attempting to charge you a late fee. But it sounds like regardless of what the error is they are aware of it and probably would not let it come to that.
One other thing..if the first payment is not due until the 14th. When is the absolute last date/time you can make the payment on-line to have it credited before the due-date? My guess is you have until sometime on the 14th, so that gives you 3 days(as of this posting) to see if it gets cleared up.

I am not worried about the available credit. Im worried about the payments not showing as being made and reflecting on my credit reports as missing a month. I made the payments in plenty of time of their due dates which are April 14 and 16th. And as of this morning, USAA has contacted me stating that there is a technical error they are trying to fix but have no estimated time for it to be corrected. Debating if I should attempt another payment just to cover myself while this error works out to avoid disputing credit bureaus in the future.

What exactly do you mean by "delayed posting".
By Federal Regulation a credit card company must process a payment on the day it is received, if it is before their specified cut-off time. If a payment arrives after the cut-off time it must be processed the next business day. This means that your payment will be treated as received at that time so if it is on-time it won't be considered late and the interest calculations are based on that time.
However, even though a payment is processed there is NO regulation that requires a company to apply the payment to your available credit. This is because the available credit is an amount of THEIR money they are willing to allow YOU to borrow. So if they delay making the funds available while you may think it is wrong or unfair they are totally within their rights. As a side part to this, because it is their money they also have the right to totally close your credit line at any time and for any reason.
So if the issue is the later, there is no ripoff here and you will just have to wait until they make the funds available again to enable you to use their money. If it is the former, you should take all of your proof to an attorney and look at suing them under the Federal Fair Credit Billing Act.
