USIS - DAC Services With power comes resposibility Nationwide

I have been a victim of DAC/USIS since 2001 when I was first attempting to obtain my class A CDL. After much h*o-ha I was able to obtain a copy of my DAC report through Schneider Trucking. I couldn't get one through DAC for some reason or another. I had a 6 page criminal history submitted from DAC services. NONE of it was true.
I worked with Schneider and we did everything we were supposed to do to get this cleared up. Needless to say it's not.
In their current list of blunders they have me mistaken as a convicted sex offender. I have been on over 110 interviews and can't even get a job picking up trash.
I am an Honors High School graduate with accounting college education. I am bi lingual, excellent with computers, never been to jail, have my class A CDL and I can't get a job.
Companies don't even return my phone calls. I am a husband and a father. I was recently advised that I should get hire a lawyer but I can't afford one...I haven't been able to get a job in about 5 years (not a good one anyway).
USIS/DAC is the primary reporter of backgrounds in our country. In some cities they are the only ones reporting. Their incomplete records and company policies of matching crimes/criminals by name only is ludacris.
How is it legal for them to do what they are doing? They are destroying my and many others lives. What can I do?
