Harbor Freight Tools Adam Swift, Supervisor of Customer Service Harbor Freight Tools Deceptive Practice on Coupon offer Camarillo, California

I entered a Harbor Freight Tools store located at 3750 William Blvd SW, Cedar Rapids, IA 52404 to purchase Item 93274, A 5 HP, 60 Gallon, 165 PSI Two Stage Air Compressor on Sale for 799.99 (11-25-2010 being the last day of this Sale) and presented to the store manager, Frank Brooks, for redemption, a 20% off coupon to be used toward this purchase. I was promptly informed that the policy regarding discount coupons no longer apply to compressors .

Below is the only limitations/disclaimers listed on the coupon.

Use this coupon to save 20% on any one single item purchased when you shop at Harbor Freight Tools store. Cannot be used with any other discount or coupon. One coupon per customer. Coupon not valid on any of the following prior purchases, gift cards, inside Track Club membership or extended service plans. Coupon cannot be bought, sold or transferred. Original coupon must be presented in store in order to receive the offer. All Campbell Hausfeld products are excluded from this offer. Valid though 2/14/11.

Below that statement is a bar code with the number 48041628.

Nowhere is there any limitation stated on the coupon I had submitted stating any such limitation that the store manager disclosed to me. He would not honor the terms of the coupon. A subsequent email from Adam Swift, Supervisor of Customer Service confirmed their position to change the terms of their offer without remedy.

I also believe this to be a violation of Part16 Code of Federal Reg. 238.

I also believe this to be a violation of the California Business and Professions Code Section 1753.11 especially part (a)

"It is unlawful for any person to offer a coupon that is in any manner untrue or misleading."
