Orchard Bank
This is a complaint about a Rogue Loan company in existence since 1932: Household Finance aka Household Bank aka Orchard Bank, >1700 Bad Business / Ripoff Complaints currently on file:
If the following is not illegal it is at least a hard sell:
I received an unsolicited application from Orchard Bank for balance transfers at low rates sponsored by my union, American Federation of Government Employees (AFL-CIO) (Local 1732, Madison, Wisconsin)
I filled the application and a balance transfer request that , came back rejected for debt/income ratio but shortly afterward received several offers for $500 credit 6 mo. low Apr but $39 Annual Fee followed by a card. The card I did not activate but returned the whole package in its envelope along with a cover letter saying that I did not accept because the cost of purchasing a credit line is too high. The card was left with the sticky tape intact.
On the second bill I received is advice to contact using telephone no. 800-434-4954. The answering machine requests the last four digits of the account no. that is 6317 but hangs up when I dial it. Reiterating with other buttons the voice gives another phone number 1-800-729-4964, but again it hangs up with the requested 4 digit number. Of course my account should not be registered because I had not accepted it.
There is a 503 number on the page but the operator warns it costs $2.00 per minute plus charges.

About The Orchard and Household Credit Card

When you fill out the application for the credit card, you are accepting the card if you receive it. Once received, all you have to do is call the number on the activation sticker and advise you want it closed and they will close the account. If not closed then within I believe 90 days, if no payment or charges are made, they will update the credit bureau and clear the balance and close ourself for non use. A couple of years ago, it used to be that if you didn't call and close the account even if not activated, they would report delinquent to the credit bureau due to no payment of the annual fee and would show as a charge off.

I finally received a statement of '0 (zero)' balance after including in my follow-up complaints to the several parties, inculding the U.S. department of Justice-
suggestion that the company files the amounts they say are owed as "bad debts" with the IRS.
There also was a long letter explaining the problem with their phone numbers and enumerating each amount separately as being cancelled or no longer charged.
The Consumer Assistance Program of Vermont had also sent them a letter asking them to enumerate the steps they will take to settle the problem.
