Allstate Insurance Company ripoff on mobil home roof shingles lost in hurrican Ivan Northbrook Illinois

On 9/14/2004, hurricane Ivan did severe roof shingle damage, and other damage to the skirting, and to the rear porch roof, and the piers that my mobil home sets on. I filed claim #1484478548 on my policy #095334190824,on 9/17/2004,by telephone #1-800-547-8676, their adjuster Robert Hall, came on 10/02/2004, told me I was covered for complete re- shingling of roof,full coverage for replacement of all skirting, and full coverage for estimated cost of replacing rear porch roof.

I had an Alabama licensed Roofing Contractor give me a written estimate to make the necessary replacement of roof shingles, he stated that the damage was to severe to do a patch job, and he would only do a full new shingle job, his written estimate was $5100.I gave the estimates to Mr. Hall. he said no problem, thanked me for getting all the estimates of all damages,he then left. On 10/16/2004 I received a check from Allstate Insurance that included an allowance of $1830.54 with instructions to have roof shingles patched. I have replacement value insurance policy with $250 deductable, my other damaged items were compersated for at the full amount of the estimate, given to Mr. Hall. Why is Allstate Insurance Company not paying the amout needed to do complete job on roofing shingles??
