I have been very unhappy with Brewer Caldwell Property Management as an owner. I finally replaced them with other property management and have had no problems since. Now they have the audacity to try to collect $1000 from me through a collection agency after already having cost me several thousand dollars.
I filed a complaint with the Arizona Dept of Real Estate requesting a full audit of accounts for all of my properties.
If you are a tenant or owner please let the Az Dept of Real Estate know how you feel. You can download the complaint form at

Fill it out, sign and return to the address on the form. Request a full audit of your account.

I havn't tried filing through this website yet. (I did the BBB, Maricopa County DA, and the FTC).
Did you just send an email to investigations@azre.gov?
I'm also in a collection issue for nearly $1000 on an invoice for which Brewer refuses to provide proof of approval. My contract from 2003 stated that all work over $200 was to have prior approval. I have no record of this approval... Tom Caldwell's response? "Sometimes we do approvals over the phone"....
Well not this time, buddy. A contract is a contract and I have 2 or 3 examples of how work was performed ONLY when I signed and faxed back my approval and ONLY when they received payment ahead of time.
I'm disgusted as well.
