I do not own a credit card. I am still in college and have refused to get a credit card because I haven't had a steady income to be able to pay off anything I would owe. Recently I decided to get a credit card to begin building some credit, but for some reason I was turned down for a credit card I tried to open in one of the local clothing stores so I decided to investigate using a free credit score report site to find out why I had been denied for something a sixteen year old could own. I have been told in the past that your credit score can be lowered the more it is checked. I found out that this so called Capital One company based in Utah has checked my credit score at least once a month, if not several times in one month since March of 2010. This confuses me because I have not filled out any requests for any credit cards and any purchases I make are through my debit card which is a Visa. I suspect that whom ever has been checking my credit score may very well be trying to steal my as well as many other peoples' identity.

It is a very good thing that you are becoming aware of credit and its impact on you. There are two different types of inquiries: a soft pull and a hard pull.
A hard pull is the one where you apply for credit and the creditor checks your report to see if you fit their guidelines. A hard pull will cost a few you a few points, but we don't know exactly how many points. The reason we don't know the exact number is because the FICO formula is proprietary.
A soft pull does not cost you any points at all. Sounds like you landed on a marketing list that was sold to Capital One. Soft pulls are generally used for either account maintenance (if you have an account with that creditor) or for marketing/promotional purposes.
Take a look at your actual report to see where the pulls are located. There is a section that tells you if the pull is an inquiry that affects your credit or a promotional/marketing/account review type inquiry. I suspect that those pulls are soft pulls from what you state.
Go to the myfico.com site to find out what your scores are for Equifax and TransUnion. Experian no longer sells Fico scores to consumers. Get your credit report from annualcreditreport.com
The site you went to does not have accurate information, it is one of those sites that sells FAKO type scores.
