CapitalONE I paid more than enough to pay off access check; they only applied minimum payment, then moved my "1.99% interest for life" to 15.9% Charlotte North Carolina

In 2007 I cashed a CapitalONE access check for over $6,000. The interest rate was 1.99% for the life of the loan.

Several times since then I have cashed a CapitalONE access check with a rate of 0% for 12 or so months. My payments are applied to the lower interest check. I always pay off the 0% check by the end of the loan period. In 2013 I took out 2 access checks for 0% interest, and paid them both off. Actually my payment was more than enough to pay them off because I couldn't remember what the pay off amount was, and wanted to make sure I paid enough to cover it. Instead of applying my payment to those 0% interest checks, they only applied the minimum amount due to the 0% interest balance, then applied the rest to the 1.99% check balance, leaving a balance due on the 0% interest checks, thereby, causing me to default on the agreement, and charging the balance as a purchase at 15.9% interest!
