CBCS sent me a collection notice for $655.60 with a settlement offer of $426.14 against a bank account I never had. I contacted the bank and they confirmed that I never had an account with them nor do they turn collection over to cbcs. CBCS said they would not send proof that I owed money and it was up to me to prove that I didn't.

This is obviously fraud, and they refuse to remove the collection. I thought that sending bogus bills using the post office was a crime.

Which bank was it? I am guessing it was a purchased account that was purchased by a company & then placed with CBCS (perhaps that is why the bank didn't know about CBCS because the debt was sold)...and you would need to talk to their collections department because obviously the regular CSR aren't going to know hardly anything about collections accounts...and it was probably a sold account..so you really need to do your research into the matter.
