I looked on my bank statement one day to find that I had been charged that infamous $79.95 for a "free" credit report. I wanted to cancel during my trial membership, but the company did not contact me in any way, as most companies would do.
I only found the billing after the 30 days were up. Luckily a phone number was included on my bank statement; when I called up, she immediately told me I could not have a refund since the 30 days were over, and that the membership automatically expires at the end of the year. From reading other complaints on this site, I would guess that this is definitely not the case.
So:
1. Write down the company name, and get any other contact information you can in any situation during which you give out sensitive billing information; and
2. Get something from the company in writing that they have cancelled your service. That means if they bill you again the following year, you can sue their butts.

They cannot refuse a refund-Read their terms

I have recently noticed several other people claiming consumerinfo.com reps have refused to issue refunds. They have a refund policy which disputes this.
Here is a clip from their disclaimer.

Even after the free trial, our service comes with a six-month, money-back guarantee*: if for any reason you are dissatisfied, you can cancel and receive a pro-rated refund of the current year's membership fee.

They are probably trying to deter the consumer but when it comes to the crunch their own policy allows refunds.
For those of you that call and they try to tell you that you can't get a refund; Tell them that you're well aware of the money-back guarantee as it is listed clearly on their website. Demand your refund!
You must file complaints everywhere. If you just call and get a refund, that will never put them out of business. Document the fraud everywhere you can.
