Discount Gold Brokers Miker Berman and Seth Wired $99,492.after $500 deposit on April 16, 2013 for 4,088 Silver Rounds and have only received 500 Encino California

Ordered 4,088 1 oz silver rounds from Discount Gold Brokers (Seth) on April 16, 2013.  Was told would be shipped in 8 weeks or less. (Probably less due to the size of the order).   Finally on July 12, 2013 received our shipment.  However, it was only 500 of the 4,088 1 oz silver rounds. (Short 3,588 1 oz silver rounds).

Called Mike Berman in shipping and he said the rest would be coming shortly.  Possible a week from Friday.   After calling every few weeks and being promised that it will be shipped and that "we just need to fill this order",  telling Mike to refund the remainder of our money or send the silver,  that our banker is looking for his collateral, and admitting that they are taking and filling other orders ahead of us, we filed a report the the California Attorney General and the Dept of Business Oversight in January 2014.

Now it is March 2014 and basicly a year since our order was placed and still no more silver and no one any longer answers the phone.

What good is the cease to sell issued April 16 2013 if it is never enforced? 

I'm out $87,762.48 plus interst since no one enforces state orders in California.
