(THIS IS CLEARLY A CASE OF BAIT AND SWITCH! DISCOVERCARD IS MISREPRESENTING THE BALANCE TRANSFER PROGRAM TO PERSONS WHO APPLY ONLINE BY THROWING IN THE ABOVE "DISCRETIONARY" RULE AFTER THE FACT. THEY ARE HIDING THIS PURPOSELY ONLINE TO ATTRACT CUSTOMERS AND MARKETSHARE, BUT DOING SO ILLEGALLY. THERE IS NO REASON FOR THIS LINE TO BE OMITTED FROM THE APPLICATION UNLESS THE GOAL IS TO TRICK THE APPLICANT INTO APPLYING, THEN "CHANGING" THE OFFER AFTERWARDS DUE TO THIS ADDITON OF DISCRETION WHICH IS NOT REFERRED TO WHEN THE UNSUSPECTING APPLY FOR THE CARD. THEY SHOULD BE FINED! THIS IS TRICKERY AND USERY OF THE PUBLIC...) They accepted my application, but of course totally changed the offer I applied for.

Usury is a term that is defined as charging an exorbitant interest rate. There is nothing in your report that addresses that accusation.
