ECMC Edfund supposedly federal loans, but really a collection agency Oakdale, Minnesota

Ok, here goes. I get a letter from ECMC, after numerous calls, etc. They seem to be a legitimate company in that they say that they are a loan company. In reality, they are a collection agency that seems able to loan money.
However, I imagine the loans are from the accounts that they have bought from other places. I'm in the process of reporting the falseness of this with different credit reporting places now. If anyone can help with this, I can provide far more information.
This "loan" was from when I attended University of Phoenix, and then subsequently had to drop out due to a computer problem that I had.
