Express Scripts is a drug middleman company engaged in shameless corruption which breaks the law. In short, they deny prescriptions at local pharmacies claiming they need "prior authorization" before a prescription is "ok'd" to be filled.  This requires the pharmacy and the provider to jump thru numerous hoops in an attempt to get the drug covered. Keep in mind that Express Scripts simply handles the information, they do not pay for the prescription.

The provider than fills out a form and sends it into express scripts (this is not a prescription, simply a request to have the drug considered for coverage).  Express Scripts is in the practice of taking these prior authorization requests and funneling them to their mail order prescription service as if they were actual prescriptions. In many cases these involved controlled substances which incur even a higher legal penalty.

Once the prior authorization has been granted, a local pharmacy will attempt to fill the prescription but is blocked by Express Scripts because they have processed it in their mail order facility.  Not only has the consumer NOT given permission to change pharmacies, the prescribing doctor has not issued a prescription which is an absolute legal requirement in every state!

Finally when Express Scripts is questioned about this illegal tactic, they will state that they'll put their Q.A. people on it.......of course there is no follow up, the consumer is screwed and often has to wait for a prescription to show up in the mail, there is no legal prescription AND Express Scripts has manipulated the system so that they are now able to bill themselves......this is a huge class action opportunity for the right legal group

Express Scripts is packaging and providing PRESCRIPTION drugs without a prescription. Then all they can tell you is "they'll put their Q & A people on it?" How really careless and stupid of them. What has the FDA said when you reported this highly illegal operation to them. According to you, they're also, likely in violation of other Federal laws and you should involve the FBI with your astute observations.
