GE Money Credit Card Company reports that it will take 30-60 days to return $12,700.00 Overpayment to 84 year old Grandma El Paso Texas

My mother was being charged 10.24% interest on a VISA credit card loan by GE Money. She got an offer with a lower rate from another bank. She was not aware that I had already paid the loan as a gift using my Home Equity Line of credit. When she asked for a refund of the ovepayment she was told that it would take 30-60 days to return her money.

I know that GE Bank is in trouble with its bad loans to sumprime borrowers and credit card defaults. However, they have no right to withhold this money from my 84 year old mother who is terribly distraught.
