Received a full refund today, including the original $4.95 fee, so in all fairness I was made whole.
I have waited from purchase date to now, a total of 8 days without use of MY money. After multiple phone calls, I was NEVER provided any kind of reasonable explanation as to why this happened. I define reasonable as anything other than my browser / computer is messed up, neither is the case, I online bank all but daily just fine.
As I have previously posted, NEVER, EVER AGAIN will I do business with this company, way too much hassle.

UPDATE: Spent the entire weekend trying to use the Green Dot MoneyPak card, same transaction fail error. Spent at least 1 hour and 45 minutes on the phone with their Asia Customer Service, THEY REFUSE TO TRANSFER YOU TO THE US. Finally got to talk to a Supervisor, FINALLY she agreed to issue a full refund including the fee paid for the card. Said it would take 10 business days, TWO CALENDAR WEEKS, to process and get to me. We will wait and see if they actually do refund, I have my SERIOUS DOUBTS at this point.
IF I do not get a refund as promised and on schedule, I will be filing complaints with the Attorney Generals of Texas and California and the Banking Department in the State of Utah, where their bank is located.
NEVER, EVER again will I do any kind of business with these people, DONE!
