If you move your key wrong when you put it in the ignition, or if dust get in the ignition, the computer thinks a thief is stealing your car.  It will cease up and no one can steal it not even the owner.

Now I have to have my car towed 70 miles to Richland, WA, and it wil cost $550. to replace a new ignition.

A scam and money making business for the auto companies.  Realy what is the ratio to the theft as to the owners not able to drive their car because it ignition locks up.  It will cost me more than the car is work to get it fixed.
