Household credit services called to cancel card last year City of industry california

i called last year to cancel my card and was told it had to be paid in full first. now all of a sudden they say i owe 200.60. i have received calls from a man in w. virginia and got a letter demanding from jody stephens in texas. the man in west virginia ask me why i was hiding, he sure got to me. calls like that are forbidden by the telephone company. what can i do to get these people off my back. jody stephens is at 4210 terrace ave bldg 6 houston 77081
